Abdoulaye Doucoure could leave Everton during the January transfer window.
The Premier League strugglers are open to negotiating a permanent sale of the 30-year-old Mali international.
Everton are unlikely to loan out Doucoure as his contract is due to expire in the summer, although the Merseyside club do have the option to extend his deal by 12 months.
Fulham boss Marco Silva, who managed Doucoure at Watford, is keeping tabs on the situation while the French-born midfielder is also attracting interest from clubs in the Middle East and Turkey.
Everton are yet to receive an official offer but discussions have taken place with Fulham, while other domestic suitors are aware of the situation.
Doucoure signed for Everton from Watford for £22million in September 2020.
He has made 79 appearances for Everton, scoring five goals.
Doucoure has made 11 appearances this season but only three of those have come from the start.
Under-fire manager Frank Lampard omitted Doucoure from his starting line-up for the 4-1 home defeat by Brighton & Hove Albion on Tuesday.
Tom Davies, Idrissa Gueye and Alex Iwobi started in midfield with Doucoure replacing Dwight McNeil in the 58th minute with the score at 4-0.
